India's External Affairs Minister, Subrahmanyam Jaishankar, criticized Canada for acts of violence, threats, and intimidation directed at Indian diplomats and missions. He called for decisive action from the Canadian government and cautioned against normalizing such behavior.

The incident involving the murder of Khalistani terrorist Hardeep Singh Nijjar in June, which resulted in the reciprocal expulsion of diplomats by India and Canada, gave rise to the diplomatic controversy. India then made the decision to discontinue offering visa services to Canadians on September 21, claiming "security threats" to the Indian High Commission and consulates in Canada.

Addressing the press during his visit to the US, where he met with Secretary of State Antony Blinken and NSA Jake Sullivan, Jaishankar explained, "Majboori thi…humare diplomats, consulates ke khilaf hinsa ka prachar ho raha hai, kaise visa, office jane ka kam karenge, yeh law and order, Vienna convention ka issue hai (We were compelled. They [Canada] were perpetuating hostility towards our diplomats and consulates. How could people carry out their visa-related tasks amid such law and order issues? This concerns the Vienna Convention)."

Jaishankar emphasized that the suspension of visa services was necessitated by the fact that Indian diplomats and officials faced constant threats of violence, rendering their work untenable. He underscored the responsibility of every nation, under the Vienna Convention, to ensure the security of their embassies and staff. He urged that this issue not be reduced to a bilateral matter and pointed out the ongoing challenges in Canada, including social media posts, protests, and threats.

Expressing his dismay over the situation, Jaishankar urged against normalizing acts of violence, threats, and intimidation against Indian diplomats and missions. He posed the question of whether the world would respond in the same manner if such events had occurred in any other country.
Prime Minister Justin Trudeau has stated that there are 'credible allegations' implicating the Indian government and intelligence agencies in the June killing of Khalistani extremist Hardeep Singh Nijjar in British Columbia's Surrey.

Jaishankar pointed to the longstanding issues between India and Canada, particularly concerning their permissiveness towards terrorism, extremism, and violence. He highlighted unaddressed extradition requests from the Indian side and instances of violence and disruptions at Indian missions.
He emphasized that incidents in Canada should not be viewed in isolation but in the broader context. Additionally, Jaishankar asserted that making threats and intimidating diplomats in the name of freedom of speech is unacceptable.

Furthermore, Jaishankar emphasized the imperative of diplomatic dialogue and cooperation between the two nations. He stressed that both countries should work together to address the underlying issues and find a constructive way forward.
Jaishankar also reiterated India's commitment to the principles of international diplomacy, asserting that open channels of communication should be maintained even in the face of disagreements.

In conclusion, Jaishankar reiterated the importance of considering the situation from his perspective and expressed India's willingness to engage if credible information were provided by the Canadian authorities. He emphasized that India remains open to constructive dialogue on these matters, and that diplomatic solutions should always be sought in the interest of both nations. He called upon the international community to uphold the principles of diplomatic conduct and support efforts towards a peaceful resolution.
